Applying for a Schengen Visa at the Italian Embassy in Manila (2014)

Early January, I still had no plans where to go for a holy week trip.  I got the idea of planning for a Europe trip from my friend who will be in the Schengen area until mid-2014.  And so, planning started.  Below is my experience on applying for a Schengen visa.

Where to Apply for a Schengen Visa?

Based on what I read, visa should be lodged on your main country of destination.  If going to multiple countries in the Schengen area, submit your application in the embassy of the country where you'll be staying the longest.  If the longest length of stay is the same for multiple destination, apply in the country which you would enter first.  Please note that they count the number of nights of stay in each country.

For example, the itinerary is Netherlands (2 nights), France (3 nights) and Italy (3 nights).  You should apply at the French embassy as you would enter that country first on the countries you'll be staying the longest.


Visa Application Requirements

The Italian Embassy in the Philippines has contracted PIASI to assist in the lodgement of visa applications (Source).  Their website, via.ph gives information on visa applications.  Their toll-free number (+ 632 845 9200) is also available to answer inquiries on visa requirements.

I found the tourist visa (short term) requirements during my time of application here.  Please check the site for updates.  For other types of visas, you can also find the requirements in their website.

Please note that only visa applications whose intended date of travel is within 3 months from the time of the application will be accepted.

General requirements for all visa applicants

1.  Valid passport with no less than 3 months validity over the visa expiration

2.  COMPLETELY accomplished form with one recent picture (2x2) with white background (Please DO NOT leave any blanks in the form.  Indicate "N/A" if answer is not applicable.)
As per checking with the information center, either 2x2 or Schengen (passport) size picture would do, but I was told that it has to be glossy.  Do not staple or glue the picture to the application form yet.  Visa application form can be downloaded here.
Notes on the application form:
- #2 Surname at birth - if single, it would be the same as #1
- #7 Nationality - should be Filipino, not country of nationality
- #11 National Identity Number - N/A for Filipinos
- #22 Member state(s) of destination - specify all Schengen countries you'll be visiting
- #25 Duration of intended stay - this include the days of departure from and arrival in the Philippines
- #31 Inviting person in member state or hotel - if hotel, indicate details for the hotel you'll be staying in the country you're applying a visa for, in this case hotel in Italy
- #32 Inviting company/organization - put N/A in all boxes if none
- #34 and #35 EU, EEA and CH citizen family member - put N/A in all boxes if none

3.  Original and photocopy of ALL documents required for each applicant (including passport and previous visas).
I guess you might ask if they'll give back the original ITR, they gave mine back so I guess it'll be the same for others.  This goes the same for other originals that you might need (e.g. travel insurance).

Additional requirements for tourist visa

4. Letter of introduction to the embassy (document that introduces the applicant and reason for visa application; the letter should include contact numbers of the applicant)
The introduction letter should be addressed to The Honorable Consul.  It should include details such as applicant information (home address, mobile number, work information and personal e-mail), reason for visa application, overview of itinerary, countries you've been to outside of the Schengen area.  Do make sure that the itinerary would be consistent with your hotel bookings.

5. If employed: Certificate of employment and approved Leave of Absence
I've filed the leave of absence in our online system (as well as block my schedule for the said dates in our resource availability system), have talked to my manager regarding my leave and requested her to approve it before requesting for these documents from HR.  I got my documents after 2 days.

6.  If self-employed: Business license/permits, registration and financial statement

7.  Declaration of annual income (ITR), and approved leave of absence
I think the approved leave of absence here is just the same as that in #5.  ITR should be the most recent one.  I submitted ITR for 2012 since 2013 is not yet available.

8.  For students: certificate of enrolment and approved leave of absence.

9.  Proof of economic means: Bank certification for dollar and peso accounts accompanied by their corresponding passbook, statements of account.  If available, international credit cards, properties, land titles, etc.
This can be requested from the banks.  They provide those for a fee.  If you have more than one account with the bank, you could have all in one certification.  They could also provide bank statements, but I think they could only give up to 2 months for the bank statements.  You could also print the statement if you're enrolled in their online facility.  If you checked credit card as a means of support during your stay in Schengen area in the application form, I think it might be better to also submit credit card statements.

Now, I guess this would be my main problem.  I got some money in the bank but it does not sum up to hundred thousands.
 
10.  Birth certificate and Marriage Contract (NSO issued)
They do not require a recent NSO-issued document.  I used the one I got 2 years ago.

11.  Itinerary, confirmed round trip flight booking and hotel vouchers or hotel booking under the name of the traveler.
The flight booking for the dates specified in the application form must be consistent with the one in this document.  You can get one from a travel agent.  I know a travel agent so I got one from them.  I'm not sure if asking for it has a fee but I didn't pay anything for mine.  It is NOT required to pay for the tickets before visa application.  Please note that the thing here is that if the visa is approved, you have to get the flights specified in the booking certificate, at least that's what they say.
As for hotel bookings, we booked our hotels using booking.com.  We selected those that can be cancelled at a later time in case we got an unfavorable reply in our visa application, and does not require down payment.  Although, we've also selected those that we would be most convenient for us to stay in, in case we got our visa.

12.  A letter of invitation addressed to the Embassy (format of this letter may be secured at the Italian Embassy or downloaded from www.ambmanila.esteri.it) in case the traveler will stay in a friend's or relative's residence.  The invitation may be made by an Italian national or a foreign resident legally staying in Italy.  A document of identity or permit of stay should accompany the letter of invitation.

13.  For ALL minors NSO birth certificate, affidavit of Support and Consent from BOTH parents.  In addition, a DSWD clearance for minors not traveling with parents.

14.  Travel insurance with a coverage of at least 30,000 euros (with 15 days allowance beyond the travel period) obtained only from Schengen accredited insurance companies in the Philippines.  (Please refer to the current list of accredited insurance companies in the Philippines)
I got mine from Blue Cross (Prestige Euro plan).  I applied for it online and was supposed to get the policy after the payment as per the reviews I read.  However, I ran into an issue during payment and my credit card was rejected.  I was told by the credit card company that the transaction was approved and they gave me the approval code.  Next, I contacted Blue Cross (travelbilling@bluecross.com.ph) and it took more than a day to fix the issue.  Apparently, it was their payment partner which encountered the issue but when they were able to reconcile, they processed my transaction.  So what happened was that they needed more information from me as they cannot extract some of the information I entered online.  They sent the copy via email and was sent the policy via courier.  I think they expedited the process since I told them I needed it for the visa application in a few days.
Anyway, the number of days in the insurance should be the total number of days for the trip, including day of departure from and day of arrival in the Philippines plus 15 days.  You have to manually add 15 days in your travel dates so that the total number in the insurance coverage would already include the additional 15 days.  The countries you'll be traveling to is also specified in the insurance, as well as the layovers.

15.  If not Filipino citizen, the applicant needs to show proof of permanent residency in the Philippines (ACR).

16.  Visa processing fee + service fee in form of Manager's check, payable to "PIASI"
At the time I called the call center to schedule the visa application, the rate was PhP4,951.00.  This includes the visa fee (60 euros or converted to PhP3,551.00 at that time) and the handling fee (PhP1,400.00).  Cash is accepted.  The call center told me to bring the exact amount.  Although, contrary to the other blogs I've read, they give out change.  I guess "no change" is only for those visa applications lodged directly in the embassies.


Lodging of Visa Application


To schedule for appointment on the submission of visa application, a call to their premium lines is needed.  A toll charge of about PhP32.00/minute excluding VAT is applicable.  I used my mobile phone to call so there are additional charges.  Before calling, make sure you have your completely filled-up application form and passport details with you.  Only the applicant is allowed to schedule for the appointment.  Also make sure that the travel date is within 3 months from the date.

FYI: One could also schedule visa application directly through the embassy.  I'm not sure how that process works.  It could be through a link in their website (where it is said you could book your visit to the embassy well in advance) or via email.

The call took about 15 minutes with more than one minute spent on the welcome message, then another 2-3 minutes waiting to be attended to.

On the scheduled date, I was there (VIA Center, 3/F Allegro Center building, Pasong Tamo Ext. - the building with Starbucks on the ground floor) around 30 minutes before the specified time.  The reception verified if my name is on the list and gave me a number, as well as 2 copies of the requirements.  I think I'm the 15th+ to be served.  They have a reminder to arrange the documents to be submitted as per the order in the list of requirements.  It took about 1 1/2 hour before my number was called.  I encountered an issue with my itinerary (they said I should be applying at the Spanish Embassy since I would be staying the same number of nights in both countries and will be entering Spain first) so I had to fix my itinerary, or submit the application at the Spanish Embassy.  So, from the original plan to just stay the night in Spain (as accommodation is cheaper there) and take the early morning flight to Italy, it was changed to spending that night in Italy instead.  The next day, I came back, got another number and waited again for 1 1/2 hour for my number to be called.  After they accepted my application, I went back to my seat and waited for my number to be called again (about 45 minutes), this time for biometrics.  It then took another 5 minutes for my number to be called for payment.  I was then told to wait for 10 days.

So now the waiting game begins.  In all, the initial cost of my visa application is as follows:

[Update] After more than 2 weeks of waiting (on mid-day Friday), I received a letter from the Italian Embassy via 2GO (which I paid for PhP215) saying that I need to go to the embassy (6/F Zeta Building, Salcedo Village, Makati) immediately for interview and clarification of documents.  I can go either Tuesday, Thursday or Friday between 12NN-1PM.

[Update] I went to the embassy for the interview (Tuesday after I received the letter).  I showed the letter to the guard in the ground floor so they let me in and directed to go to 6/F.  At the Italian Embassy reception, I was asked to leave my cellphone and gave me a number for retrieval.  I got there around 11:45AM and got called almost 1PM.  Some questions are (1) Do you have relatives outside the country? (2) Are you traveling alone? (3) Do you have any other bank accounts?  These are the questions I remembered.  There might have been 3 or 4 more but I forgot about it.  I remember these 3 as the visa officer told me to put the answers I've given her in writing (she gave me paper which I think has "Letter of Declaration" word on top).  I was writing the letter while she continues to ask me questions.  After I gave her the letter, I was told to wait for another 1-2 weeks.  Whoa!  I just hope it wouldn't take that long.

[Update] Passport was delivered by the same guy from 2GO (Friday on the week of the interview).  That was fast! And, thankfully, I was granted a visa valid from the date of departure from the Philippines to the last day of my insurance (so that's +15 days from the intended date of arrival) but only for the number of days stated in my itinerary +2 days.  They also returned the original NSO birth certificate.  Now, it's time to purchase those tickets!

Hind ko alam kung anong question yung itatanong nila. At kasama ko po yung baby ko infant pa po sya. Kya wala akong na tanggap n letter from them kung personal apperance din sya.. Ano po ibig sabihin nun denied na po ba yung papel ng baby ko. Sna wag naman at ma grand din kmi ng visa kagaya ng sayo..

    1. Hi Anne, yun mga questions malamang is regarding dun sa trip... like kung sino kasama mo, if you're really capable of financing your trip, yun ties mo dito sa Philippines. Di ko naman sinasabi na yan exactly yun mga tanong kse depende naman sa mga consul yun but yan yun mga karaniwang tanong sa mga visa applications. Normally, English yun mga tanong. I don't think denied na yun baby mo, baka lang di naman kinailangan padalhan ng letter kse nga di rin naman sya capable to answer questions. You should be able to answer in her behalf, and possible na yun visa of your baby would also depend kung mabibigyan ka ng visa.

    1. Did you apply directly at the embassy or through VIA.ph? If thru VIA, you should've already paid for the visa fee. If directly at the embassy, I guess you have to pay first. I'm not sure though since I applied thru VIA.

I'll visit my sister who is currently residing in Italy. I'll be staying in their house and not in hotels. Question ko is about the iterinary, since dun ako sa house nila mgstay what should I put on the iterinary? Stay ko would be 20 days and cities within Italy lng ung visit nmin.     1. Hi Karl, I guess you could just put in temporary number of days for your visit in each cities. Say 7 days Rome, 1 day Pisa, etc. IMO, the itinerary need not be too detailed. You just need to prove that you would be going back to the Philippines and that you (or your sister) would be able to support your stay. Hope that helps.

    1. I can't tell which is the fastest way as I've just tried using VIA.PH (calling the premium lines). If I remember it correctly I called on a Tuesday and was given a schedule for a Thursday. I think that would still depend on the season. Had I tried booking an appointment in March, it might have been a different story since a lot of people are applying for April vacation (due to Easter and canonization of St. John Paul II).

    2. Calling the premium lines is way better in terms of getting an earlier appointment. If you will try booking through the embassy's website now, the available dates are in December already. Since I'm planning to fly after Christmas, I finally decided to call via.ph and got a schedule in October (my wallet is crying after the long call :( ) At this point, I would just like to say that I totally didn't expect that this embassy would have this many applicants because I kept reading that people usually went in April (or during our summer session).

    1. I think required yun ITR. Pag submit pa lang ng application, they would already check the requirements if complete, otherwise pinapabalik na lang. If kaya naman ma-complete within the day, they try to accommodate pag na-complete na.

  11. Hi Liz, thanks for all the information you shared, they were very helpful. An update though, when I called the center, they require the birth certificate to have been issued within one year from the date of your scheduled appointment.

    Can I ask if you were also instructed by the call center agent to write a cover letter detailing your source of income and family background? It's the first I've heard of it and some bloggers who shared their own cover letters don't include those information, only their itinerary, length of stay, contact details and intro)

    I had the same scenario as yours. I applied through VIA. 2 weeks after lodging my application, I received a letter from the Italian Embassy advising that I need to be there for an interview and to clarify something with my documents. Interview went well (i hope so hehe) Same questions were asked. Hope I would be granted a visa as well like you :)

We needed to go back to VIA twice for additional requirements (compliance). My mom sent to us an invitation letter, carta di identita, bank statement and floor area of the her apartment.     1. Same here. Planning to spend Christmas and New Year with my sister. Is your mom already an Italian citizen? When did you exactly submit your complete requirements through? I received a letter from the Italian Embassy exactly 7 days after submitting all required documents. Are you currently working or still a student? There are a lot of questions asked but all of them were about personal details. I couldn't remember all of them. Above questions posted by Liz were asked during the interview. Have you already received any notice from the embassy?

I have not yet received any letter from the embassy. I am currently working. I submitted an ITR and COE with approved leave of absence.     1. Just a friendly advise. If ever you would be requested by the embassy for an interview be ready with the questions. She was sponsored by her mom too, who is also a legal resident in Italy. The visa officer asked her questions regarding her mom and how she got there and so on. Be prepared.     1. Goodluck Cel =) I was so nervous and anxious too. I couldn't even open the letter I received. Nope, my sister's not an Italian citizen. She's an American citizen. Her husband is an American Military and they are currently stationed there in Italy. They will be there for 3 years.

I just couldn't imagine how the interview went through.The visa officer was a Filipina. She was nice during the interview and even smiling. Our conversation was very casual and cool. Keep me posted.     1. I let my brother in law wrote the invitation letter. I asked him to notarize the letter and photocopies of his ids. Since he's with military, I'm a bit confident that consul's fear of me not returning to Philippines would be reduced. No trouble at all. Keep on asking questions and I'll be happy to help you. Nung Jan.19 lang po kasi ako nakapag submit ng requirements, tas nakatanggap ako ng sulat na pinapupunta nila ako sa embassy for interview and clarification of documents. Nag punta ko ng Jan.23, pero nung Feb.2 tinawagan nila ung office namin, kinoconfirm nila kung talagang employed ako.. :( Feb 15 na kasi ung flight ko.. waaaaa! nakaka kaba.. :|

    How much is your budget for the trip? Does the Italian embassy require a certain amount in your bank account? Lastly, I heard before that if you apply thru VIA, you wouldn't have to go to the embassy for an interview. But I guess that changed now...

    1. Hi Cee, I think the Italian embassy checks if the money you have in your bank account and the source of your income could support you during your stay in Schengen area.
      There may be instances when the embassy requires an interview (like me) but I know there are also cases when it's not required.
      Budget? Hmmm... I think that's between 150K to 250K including accommodation, airfare, other transportation, meals. Although, that would depend on the way you travel (i.e. budget, luxurious) and maybe, how many persons in your group.

  26. I need some opinion. I am Female, Single and planning to go on euro trip for 2-weeks only. I am employed (kilalang company, I worked there for almost 5-years) and I have enough money to support my 2-week trip including flight tickets. Kaso upon researching on the internet...travelling alone daw especially when you're a woman and single may cause a red flag of higher chance of getting my visa rejected, medyo na-let down ako...but still I can keep my hopes up, since 2-weeks lang naman ako and 100% sure na babalik ako ng Pinas since me-work ako dito and stuffs like (bills and rents to pay).

  27. Hi, I don't think ide-deny naman nila kaagad yun visa mo. I've read in some blogs that they go to Europe alone as well. I think what the consuls would check is your job stability, source of funds, travel history and assurance that you're going back. Push through with your application, you'll never know kung mabibigyan ka or not if di ka magt-try. Good luck!

    A few questions I have, if you could indulge me:

    1) I have a Filipino friend/colleague who's now an Italian Citizen who will go back to Milan in July; and I also have an Italian boyfriend (based in Milan) who I've been with for a few months now (online dating, have not met personally yet). Do you think it's better if it's my friend who will send me an invitation from Italy? Or do you think I have higher chances if it's my Italian boyfriend who will write the invitation letter to the Italian embassy? The reason I'm a bit adamant to have my bf write the invitation is because I don't want them to question the longevity of how much we have known each other, or to give them any doubts that I may not come back. But I will be staying with him throughout my whole trip in Italy. What do you think?

    2) Proof of financial capacity. I plan to go to Italy in November, and at the moment my bank account has yet to be filled with hundreds of thousands. Questions are: a) do I need to have a Passbook type of bank account? Does it need to be a dollar account? Or will my regular bank account where my salary also gets wired should be sufficient? b) The 100k+ amount of money I should have in my acct, is there a certain period that it has to be in my account, say 6 months before my trip? or it doesn't matter as long as i have a big sum of money in my account?

    1. Hi Haley,

      If you're planning on getting an invitation letter from someone in Italy, it might be better to ask it from your friend. It might also mean that you might need to ask for financial documents from him/her since it would mean that he/she would be your "sponsor" during your stay there.

      As for financial capacity, I think your payroll account would suffice, it doesn't have to be an account with passbook. It might be better to have the amount in your account for 6 months, although I believe consuls look into other factors for you financial capability, i.e. source of income, stability of work.

    would also want to know is scheduling for application that hard? i've been planning to go there this July and if i schedule this week, would it be easy for me to get a schedule say 3rd week of May? and what is the validity of your visa? were you given 3-months multiple entry?

      I called via.ph to schedule the appointment. As there are still available slots during that time, they were able to give me a schedule for the next day (but I took some other day). This would depend on the availability of slots. I think it took about 4 weeks from the time I called for the appointment up to the time I got my passport back.

      The validity of the visa would depend on the itinerary you have in the application.

    1. Hi... from what i know, kung yun friend mo ang sasagot ng expenses mo, you should submit his financial documents and other supporting documents nya. You might also need to prove your relationship with him. Not sure kung kelangan may bank account ka, but you could check yun requirements.

      Baka medyo mahirap na mapaniwala sila na babalik ka ng pinas. Normally kse, tinitingnan nila yun current work mo and siguro travel history kung meron. Baka makatulong kung may properties ka or investments.

      I might not be of much help here pero baka mas ok na check mo rin ibang blogs/forums.

    1. In my case, ang original lang naman na sinumbit ko is yun Birth Certificate, all others binalik sa akin nun nagpasa ko ng requirements. Although, yun Birth Certificate, binalik rin kasama nun dineliver yun passport ko.

    3. For land titles, they might return it to you during the time of application. That's just me though... I think it's that important that they would just check the original and photocopy at the time of submission and just get the photocopy (just like what they do for ITR).

      Its already June 18 and we don't have our passports yet and our travel date will be last week of June =(

  37. hi. I have read different stories of getting denied visa. what do you think is the possibility of granting visa with my profile as follows:
    I am a permanent government employee.
    I have approved leave.
    I have funds of less than 500K, with credit card limit of 70k (one 40k, the other 30k)
    I have my ITR.
    it’s my first time to apply for schengen visa and my travel history is only from 5 south east asian countries that do not require Filipinos for visa. I’m scared because I read that Italian embassy does not approve visa easily because of Filipino TNTs. I cannot change my itinerary to apply at French Embassy since I already have a schedule of appointment this coming July 2 and French embassy’s latest appointment is in late August.
    my itinerary as follows: Paris 6 days, Italy 7 days.. that’s why i am applying to italian embassy.

    1. Hi, I think that's a dilemma of almost everyone who applies for a visa (that includes me). If just by looking at your financial status, there's a possibility of you getting a visa. However, consuls look at some other factors. It's still up to them. You'll never know unless you try. But, good luck in your application! Hope you'll be granted a visa.

      It'll be sad if you would be discriminated because you're gay, but I think the consuls would be fair. I've no experience in having been invited by someone for visa applications so not sure if it'll be better to tell them that he's your friend or bf. I guess what would matter is for you to be able to prove that you really know the person that would be shouldering your expenses.

  51. This blog is very helpful. Just like to share my story and hopefully it would end positively. I applied for a shengen visa hoping to visit my italian boyfriend in Milan this holy week. We work in the same company only i am based here in manila. I submitted all my requirements last jan 27 and on Feb 10 i got a letter from the embassy for declaration of docs. I immediately went there the ff day (feb 11) and was there for 3 hrs as the queue was massive. They asked me to write a letter of declaration on how i met my bf and to describe my family. Feb 12 the embassy rang my landline, too bad i wasnt home as i was at work but they told my mom that i need to go back on monday(feb 15). They didnt say why and didnt ask to bring anything. My italian bf was a bit upset about it and wrote an email to the italian consulate asking why they didnt ask everything when i was there. I guess my bf is just too concerned and doesnt want me to have a hard time. But oh well, ofcourse im still going there on Monday and see how it goes. Goodluck to me!

      Just wondering if you have been approved? I have been refused during my first application and instead of re appealing I opted to apply again as a new one and wrote down a long letter. I submitted my application on June 17 and until now I have not received any response yet. I'm not sure if they are still going to interview me or will ask for more documents because I made sure I submitted all the requirements. The letter I made is notarized and is like a declaration already of my family background, my work and my relationship with the inviter. I don't know who to contact to follow up. I only have 1 month left as I intend to go on August 6 and I can't make changes on my approved leave.

    1. Hi Cora, You would only the result of your application upon getting back your passport. Unfortunately, wala naman definite days kung kelan mo malalaman yun result. I think that would depend on the volume of application na na-receive ng embassy and kung gaano kabusisi yun visa officer na mag-process ng application.

Like you we were called for a personal appearance, but it has already been 2 weeks and there's still no update from them.. Tried calling via but they dont have the answer as well.. Last May 16th, I received a phone call requesting for additional requirements i.e. shengen visa of my friends, land title, photocopy of old visa and car purchased documents but until now I haven't received any letter, phone call. I called hotline and was informed that it will take 10-15 working days. Are there cases that it will take more than 3 weeks?

I applied for a short stay tourist visa for italy and passed my requirements thru VIA CENTER in cebu last November 9 but 2 weeks later the embassy sent a letter that i need to be there for interview and clarification of documents but when i went there for an interview the officer did not ask for the documents and did not ask question but instead he give me papers to answer like my family and their work and employment experiences. And it has been more than a week since the interview and i did not receive any result from the embassy. Should i be worried or what should i do? My flight will be on tuesday, december 13.. i hope you can help me..
